Undergraduate Admissions has created a new e-mail for which students can send their electronic transcripts.  It is apply@utsa.edu  and yes, they use this email even for continuing students.  The website information can be found here: http://www.utsa.edu/admissions/undergrad/requirements/transcripts.html
