In case you haven’t heard - one of the most high-profile new laws to affect higher education in recent years went into effect August 1, 2016: Campus Carry, the common name for Senate Bill 11.  The recently-enacted law permits license holders to carry concealed handguns in public university buildings. The law also authorizes institutions to establish reasonable rules regulating the carrying of concealed handguns by licensees, as long as those rules do not “generally prohibit or have the effect of generally prohibiting CHL holders from carrying concealed handguns on the campus.” 

UT System and all of the UT institutions established a working group whose objective was to develop and recommend rules and regulations for a campus carry policy at each institution.  Now that these polices are in place, our institutions are tasked with the responsibility to implement them.  Led by Tamra English, UT System Office of General Counsel Managing Attorney of the General Law Section, and Jeff Graves, UT Austin Associate Vice President for Legal Affairs, this webinar will review some of the basic concepts of campus carry polices, share common issues emerging at our institutions, and discuss possible solutions and responses to those issues.

ABOUT THE PRESENTERS

 

Tamra J. English
Managing Attorney, General Law Section,
UT System Office of General Counsel


Tamra J. English is the Managing Attorney of the General Law Section of UT System’s Office of General Counsel. The General Law Section counsels UT System and its institutions on a broad range of issues and is the primary liaison to the Office of the Attorney General in matters on which the Attorney General represents UT System and its institutions in court. 

With more than 23 years of experience in both private practice and government service, Tamra provides legal advice on a variety of areas, including faculty and staff employment matters, student affairs, torts, law enforcement and campus safety, Title IX compliance, and other business-related matters.  Tamra also served on the Concealed Carry Working Group that included at least one representative from each institution and from UT System as well as on the working group that developed UT System’s policy.

Tamra began her career as an Assistant District Attorney in the Brazoria County District Attorney’s Office, then practiced employment and tort law at private firms in California and Texas.  Tamra received her BBA and her law degree from Baylor University.

 

 

Jeffrey L. Graves

Jeffery L. Graves has practiced higher education law for over twenty years.  He has been involved in all aspects of implementation of campus carry at UT Austin.  He also regularly advises university officials on all aspects of higher education law including student discipline, policy and statutory interpretations, employment issues, First Amendment and free speech issues, the Texas Public Information Act, contracts, compliance, the Health Insurance Portability and Accountability Act, and the Family Educational Rights and Privacy Act. 

Jeff earned his undergraduate and law degrees from the University of Texas at Austin.  Prior to joining UT Austin’s Office of Legal Affairs in 2001, Jeff was a shareholder with an Albuquerque, New Mexico law firm where he practiced employment law and higher education law.
