General Goals of IES Grant Programs:
These programs aim to provide reliable information on education practices that improve learning outcomes and expand access to educational opportunities. The target audience includes educators, parents, policymakers, and the general public. By funding these
initiatives, IES seeks to assert national leadership in advancing educational knowledge across all levels of education.
US Department of Education: Education Innovation and Research (EIR) grants program
The Education Innovation and Research (EIR) grants are categorized into three types—Early-phase, Mid-phase, and Expansion grants—each designed to support educational projects at different stages of development and evidence of effectiveness. The focus is on
the impact of COVID-19 on education in various contexts.
Purpose: These grants support the development, implementation, and feasibility testing of innovative practices that are expected to be scalable and replicable. The focus is on exploring new ideas that have the potential to improve student achievement
and attainment for high-need students.
Evidence Requirement: Projects must demonstrate a rationale based on high-quality research or a positive evaluation that the proposed practice is likely to improve relevant outcomes.
Funding Intent: Early-phase grants help fund the initial stages where projects are tested to see if they can show promise in achieving their intended results.
Notice of Intent to Apply Deadline: June 6, 2024
Application Submission Deadline: July 22, 2024
Purpose: These grants are aimed at funding projects that have shown some effectiveness in improving student outcomes and are ready to undergo further evaluation and scaling. Mid-phase grants help to bridge the gap between promising early results and
scaling at a regional or national level.
Evidence Requirement: Projects need to provide moderate evidence of their effectiveness, demonstrating that the practice can significantly improve student outcomes based on prior research or studies.
Funding Intent: The goal is to replicate or scale more broadly while continuing to evaluate the effectiveness and potential for broader implementation.
Notice of Intent to Apply Deadline: June 6, 2024
Application Submission Deadline: July 5, 2024
Purpose: Expansion grants support projects with strong evidence of significant impacts on student outcomes that are ready to expand their reach across new sites or a wider geographic area. These grants focus on large-scale implementation.
Evidence Requirement: Projects must have strong evidence of their impact, typically from rigorous evaluations, indicating that the practice is effective at a large scale.
Funding Intent: The focus is on bringing proven practices to scale, reaching a substantial number of new sites or significantly expanding the target population to maximize impact on student achievement and attainment.
Notice of Intent to Apply Deadline: June 6, 2024
Application Submission Deadline: July 5, 2024
Each type of grant targets a specific stage in the innovation and evidence-building process, allowing for a continuum from testing new ideas to scaling proven solutions. This structure ensures that projects are supported in accordance with their developmental
stage and existing level of evidence, facilitating a tailored approach to expanding educational innovations.
