The IES Education Research and Special Education Research grants notice was posted in the Federal Register this morning. https://www.federalregister.gov/documents/2021/06/10/2021-12173/applications-for-new-awards-education-research-and-special-education-research-grant-programs It isn't different from the advanced preview that I posted yesterday. 

It states (at the table at the end) that the full application packages will be available on June 15th and 30th. I expect that they will be posting them at the IES funding opportunities page   https://ies.ed.gov/funding/ 

Due to the complex nature of these grants, I strongly suggest that faculty form planning teams consisting of collaborations with colleagues to handle the amount of work required to write and submit these applications. I will be happy to work with you in developing teams and assisting with your application. After the 15th and the 30th of this month, I will announce formal meetings to go over the application packages.
