If I remember correctly- Francis and his group developed the TELPAS and many of the other accountability assessments used in Texas- likely one of the reasons they have such good psychometric properties. The question that we need to be asking- is the EL overlap with disability? And then- what does evidence- based practices look like for ELs with disabilities? What does special education look like for ELs with disabilities? What does inclusion look like for ELs with disabilities? What does positive behavior support look like for Els with disabilities with EBD, dyslexia, autism, deaf and hard of hearing, developmental and intellectual disabilities, etc. etc. etc- I am an EBD person- so most interested in the EBD/mental health/PBIS overlap- but others should ask the same questions depending on area.
