English Learner Educational Experiences and Opportunities: A Report Using Federal
Datasets
In January, the Office of English Language Acquisition (OELA) released a report comparing
the educational experiences of English learner (EL) students in public schools with those
of the overall student population in the United States during the 2017–18 school year. The
analysis is based on two extensive federal datasets. Access the report to learn more about

Indigenous Students and Title III English Learner Policy: The Critical Role of States
Nearly one in ten American Indian, Alaska Native, and Native Hawaiian students in the U.S.
is classified as an EL. In order to understand how Indigenous EL identification policies
are interpreted and implemented, the research team at the University of Oregon collected
and analyzed state EL policy documents from all 50 states and interviewed EL education
leaders in state departments of education.

4 College Campuses Receive $500K to Boost Foreign Language Studies in Eastern

An effort to expand opportunities to study international relations and foreign languages
in eastern Montana is now supported by a $500,000 grant from the U.S. Department of
Education. This funding makes possible the creation of the Yellowstone Consortium of
International Studies and Foreign Languages. It will serve as an academic hub in a region
that, until now, has offered only limited opportunities for undergraduate students to
pursue these fields of study. Beyond language, the grant will fund a global studies
seminar on one of the five consortium members’ campuses each semester and finance faculty
travel and professional development.

Proposed Bill Would Give Tribes More Control Over Language

Lawmakers are trying once again to create a trust fund that would give New Mexico tribes
more money and control to run their own educational programs. The proposed legislation
would create a $100 million Tribal Education Trust Fund that would disburse money directly
to tribes over time to help build sustainable programs. This proposed bill can help
sustain the Pueblo of Acoma community and could help pay community members to teach the
Keres language.

The new, streamlined Free Application for Federal Student Aid (FAFSA) was designed for

eligible U.S. citizen students. Education advocates say there needs to be a stronger sense
of urgency to resolve the issue, as some colleges award aid on a first-come, first-served
basis.

speakers do. The Beacon College Preparatory Charter School has adopted a

understanding of the world. This article features a conversation with the school’s
coordinator for an EL program on how co-teaching works at her school, what ELs need from
reading comprehension instruction, and what advice she has for other educators who might
