Hi All,

 

One of my PI’s is a non-lead and Case Western is the Lead.  Below is the email they sent me today, which clearly spells out everything needed by the different collaborators and subrecipients (if applicable).  I had generated an email for this and was sending to my groups, but it wasn’t written as effectively.

Dear Colleagues,

We are looking forward to partnering with your institution on the Genesis Mission (DE-FOA-0003612) Phase I proposal. Case Western Reserve University (CWRU) will serve as the Lead Institution for this effort.

Because this is a "collaborative proposal submitting separately," each institution will submit its own application through Grants.gov. However, the Department of Energy (DOE) requires that our applications be linked via an identical project title and a common technical narrative.

To ensure institutional alignment and meeting the April 28, 2026 sponsor deadline, please review the requirements and internal deadlines below.

Please note we anticipate that each collaborator on this project will have a budget limit of $100,000.

1. Key Submission Metadata

To ensure the DOE system links our applications, your SRO must use the following exactly as provided:

  • Project Title: AI Driven Performance, Portable Neuro-Symbolic Chain of Thought Reasoning for Efficient and Robust Code Generation
  • FOA Number: DE-FOA-0003612
  • Phase I Performance Period: July 1, 2026 – March 31, 2027 (9 months)
  • All proposals which include a subaward relationship with CWRU must include the following documents. Please send them to my attention.
    • Subrecipient Commitment Form (Attached)
    • Statement of Work (Attached)

2. Documents You Must Submit (Unique to Your Institution)

Your institution is responsible for submitting its own application package containing:

  • SF-424 (R&R) Cover Page: Specific to your institution.
  • Research & Related Budget & Justification: Unique to your institutional costs.
  • Project/Performance Site Location(s): For your specific site.
  • Senior/Key Person Profile (Expanded): Includes Biosketches and Current & Pending Support for your personnel only.
  • Identification of Merit Reviewer Conflicts (Field 12): Unique to your personnel.

3. Shared Documents (Must be Identical to CWRU’s)

CWRU will coordinate the drafting of the Common Narrative PDF to be attached to Field 8 of the "Other Project Information" form. This single PDF must be identical across all partner submissions and will include:

  • Identical DOE Title Page
  • Project Narrative (including tasks assigned to your institution)
  • Appendix 1: Bibliography & References
  • Appendix 2: Facilities & Other Resources (Consolidated)
  • Appendix 5: Synergistic Activities (1 page per person)
  • Appendix 7: Consolidated Letters of Commitment and Letters of Collaboration.

4. Technical Requirements (Non-Negotiable)

  • SciENcv: All Biographical Sketches and Current & Pending Support must be generated via SciENcv.
  • ORCID iD: A Digital Persistent Identifier (ORCID) is mandatory for all senior/key personnel.
  • Collaboration Letters: If providing a letter of collaboration, it must follow the strict two-sentence template found in the FOA.
  • PDF Formatting: Do not use PDF portfolios or password-protected files. All files must be "flattened" PDFs.

5. Deadlines for Coordination

To allow CWRU to finalize the common narrative and for the Lead PI to compile the required Project Data Excel Template, please provide the following to us by April 21, 2026:

  1. Draft Budget and Justification (for role verification).
  2. Confirmed List of Senior/Key Personnel with their ORCID iDs.
  3. Signed Letter of Institutional Commitment (1 page max).
  4. Your Facilities/Resources description for the consolidated Appendix 2.

We will provide the final "Common Narrative" PDF to your team by 4/20/26 for your own submission.
