Thank you Jennifer,
Do I take it that currently we are still using the $5,000 limit, since it will not be
effective until September 1, 2025?
I actually had an additional question. If an item priced above $5,000 but below $10,000
needs to be purchased and it was previously budgeted under Capital Equipment, which budget
line do we now charge? Do we charge Other Direct Costs and "re-allocate" the
amount from Capital Equipment, or do we charge Capital Equipment, because that is where
the original amount was allocated?
I have a Purchase order in progress and I need to know as soon as possible. Thank you
Sincerely,
Francesca Bronder, M.A.

Subject: RE: Capital Equipment Threshold increased at UTSA?
Good morning! The state of Texas has increased the acquisition cost of equipment to
$10,000 for university funding this fiscal year. For sponsored funding, however, the
negotiated federal rate agreement states UTSA will use $10,000 effective 9/1/2025 on
projects. The internal budget templates are set to account for the equipment threshold
based on the budget period.
Page 3 of the FICRA, attached, states this: Equipment means an article of nonexpendable
tangible personal property having a useful life of more
than one year, and an acquisition cost of $5,000 or more per unit. Effective 9/1/2025,
equipment means
an article of nonexpendable tangible personal property having a useful life of more than
one year, and an
acquisition cost of $10,000 or more per unit.
Guidance shared on the changes and timeline for the application of the new rate and
thresholds

Hi Francesca,
It has changed. I will let an OSP staff member explain it as I don't want to
misspeak.
I know that 10k is effective 10.1.24 for federal sponsors. I, unfortunately, don't
remember all the details.
Thanks,
Liz

Subject: [Rowdy.research] Capital Equipment Threshold increased at UTSA?
Good evening everyone,
Can someone please confirm that the threshold for Capital Equipment has increased? I just
read that on an email from one of the Colleges BSCs. If so, we will not need to request
Sponsor's prior approval for equipment above $5,000 when said equipment has not been
previously budgeted, correct?
Sincerely,
Francesca Bronder, M.A.
