Update on Federal Shutdown and Sandia’s Plan
Thursday, October 23, 2025
Valued Subcontractors:
A message was sent to members of Sandia workforce today outlining Sandia’s plan if the federal shutdown continues. All subcontractors should continue to work according to the terms of their subcontract, unless notified otherwise by their Subcontracting Professional.
Some programs will begin to exhaust funding in early November. If the program your subcontract supports are impacted, the buyer will inform you of the need to stop work.
If the shutdown persists, Sandia may move part of the Winter Shutdown holiday period to the week of November 24. Subcontractors will receive further correspondence with additional guidance should this occur.
Please contact your Sandia Delegated Representative (SDR) with questions.

Hello everyone,
Between 9/22/25 - 10/16/2025, there are 109 proposals planned for submission. In order to support this large pre-award workload, OSP will be prioritizing proposal reviews/submissions.
If there are any urgent post award ServiceNow tickets that need to be prioritized between now and mid-October, submit an email request to osp(a)utsa.edu<mailto:osp@utsa.edu> with the ServiceNow Ticket number and justification for review.
During this busy time, let's continue to support one another and foster a collaborative spirit across our teams. A quick check-in, a shared resource, or a helping hand can go a long way in easing the workload and ensure we meet our submission deadlines together.
Thanks,
Justin

CPRIT Updated Policies and Procedures Guide
The Grant Policies and Procedures Guide has been updated on CPRIT's website<https://texas.us1.list-manage.com/track/click?u=9bc46acc55c4a42d93566d3a5...>. To see which sections are affected in the September 2025 edition, refer to the version control page within the Guide.

The Guide is meant as a tool for grant applicants and grant recipients. It is important to remember that agency policy is set through the official rulemaking process, as required by state law.
CPRIT's administrative rules can be found in Chapters 701-703 of the Texas Administrative Code<https://texas.us1.list-manage.com/track/click?u=9bc46acc55c4a42d93566d3a5...>. If there are conflicting provisions, CPRIT's administrative rules, statute, and contract supersede the Guide.

                                        Hello Everyone,
Good morning, We are pleased to share that the Weekly Award Tracker https://bireporting.utsarr.net/ReportsPBIRS/powerbi/Select_Users/Weekly_R... has been updated with new features to enhance usability and data insight.
With the latest update, the Award Addendum tab now includes proposals in Cayuse Submitted and PI Submitted statuses, in addition to the previously available Awarded/Pending NOA categories. The tab also displays the total duration of each proposal's status, providing clearer visibility into progress timelines and backlogs. Additional filtering options are now available in both the Award Summary and Award Addendum tabs, allowing you to easily view and export data for a specific timeline according to your reporting needs.
Please note that for reporting purposes, we are considering the Funded date as the official reference point for any awards in our system.
If you need any assistance or access for your team, please don't hesitate to reach out, we will be happy to update your access and assist accordingly.
Thank you for your continued feedback and collaboration as we improve our reporting tools.
Best Regards,

Subject: [EXTERNAL] UPDATE #1: Federal Government Shutdown and Grantee Guidance
  **EXTERNAL EMAIL**
This email originated outside of The University of Texas at San Antonio.
Please exercise caution when clicking on links or opening attachments.
The Department of Justice (DOJ) has restored access to the JustGrants grants management system for Office of Community Oriented Policing Services (COPS Office), Office of Justice Programs (OJP), and Office on Violence Against Women (OVW). Applicants and grantees will be able to submit grant applications, review and accept recently awarded grants, and submit required performance and Federal Financial Reports (FFRs).
Grantees can submit requests for grant award modifications, removal of award condition withholdings, and award closeouts; however, these requests will not be approved until DOJ staff return from furlough status.
Please note: Once the government reopens, DOJ will examine reporting deadlines impacted by the closure and adjust reporting or application submission deadlines as needed.
At this time, the U.S. Department of the Treasury's Automated Standard Application for Payments (ASAP) system remains in service to accept grant drawdown requests.
For urgent JustGrants technical support, please contact JustGrants.Support(a)usdoj.gov<mailto:JustGrants.Support@usdoj.gov> or 833-872-5175, Monday through Friday from 9:00 a.m. to 5:30 p.m. ET.

                                        Hi everyone!
We're thrilled to welcome Dr. Evelyn Vanderburg as our newest Coordinator of Training and Financial Compliance! With years of experience in training, risk management, and policy management, her expertise and dedication to excellence will be a tremendous asset as we continue to strengthen our training programs and ensure financial integrity across our operations.
Whether she is decoding policy puzzles or enhancing training programs, Evelyn infuses a spark of creativity and strategic thinking into everything she does. Her superpower? Making compliance feel less like a chore and more like a cooperative mission. With a controller in one hand and a training manual in the other, she is always ready to press "Start" on the next big idea. Her instructional style is fun, hands-on, fluid, scenario-based, and emphasizes retention and evaluation for continuous improvement in the offerings available to the research community.
Evelyn wants everyone to know that she is friendly and approachable. She will be collaborating with the SRAs to schedule meetings with each RA team over the coming months to discuss ideas and training options, as well as address gaps or areas of concern regarding financial compliance in the operations.
Please reach out to Evelyn to welcome her to the Research and Innovation team.

                                        Hello everyone,
Beginning on Monday Oct. 13th, OSP will begin using the Routing state on ServiceNow Tickets. Please see the information below detailing this change.
What is changing?
OSP will be updating the state of ServiceNow tickets to Routing in the following scenarios:
  * When documents are sent to OSP leadership for signature
  * When award set ups are pending speedtype creation in PeopleSoft by OSP leadership
  * When prior approvals are pending approval from the sponsor
What about the Awaiting Info state?
OSP will update the state of ServiceNow tickets to Awaiting Info when information/documents are needed from the RA Team.
Why the change?
By using both Routing and Awaiting Info states, it will be easier for everyone to quickly identify tickets where action is needed by the RA Team or OSP/sponsor.
Please direct any questions to your supervisor for discussion in next week's GoLive meeting on 10/14/25.
Thanks,
Justin
