Effective immediately, NIH is making 2 changes for proposals:
* Removal of the LOI as part of the application process, as it was rarely ever required to ascertain ICO workloads
* No longer requiring a PO approval/letter for unsolicited applications requesting $500K or more in DC in any year of the proposal

Health Research Challenge Grants

The Office of Strategic Research Initiatives has indicated that they designed this internal funding opportunity so that faculty can do everything themselves as PIs.
* They are not required to submit an NOI or put the proposal in Cayuse.
* They have to have an equal partner PI from the health campus.
* The proposals should be created and submitted using InfoReady.
Regarding Digital Measures: If faculty say that they want it in the Digital Measures, the faculty can manually enter it, however, as a reminder, Digital Measures is actually for sponsored research, not internal seed grants.

The NSF updated its Research Misconduct Policy<https://www.nsf.gov/policies/document/pappg24-1-supplement-1>, which was released on Tuesday, December 8, 2025, and it takes effect immediately.
16. Research Misconduct
Chapter XII.C<https://www.nsf.gov/policies/pappg/24-1/ch-12-disputes-misconduct#c-resea...> is revised to incorporate the use of artificial intelligence (AI)-based tools. The underlined text has been added:
* RESEARCH MISCONDUCT means fabrication, falsification, or plagiarism, whether committed by an individual directly or through the use or assistance of other persons, entities, or tools, including artificial intelligence (AI)-based tools, in proposing or performing research funded by NSF, reviewing research proposals submitted to NSF, or in reporting research results funded by NSF.

The U.S. National Science Foundation is providing this correspondence to inform organizations, and Authorized Organizational Representatives, of a grace period for enforcement of NSF Important Notice No. 149<https://www.nsf.gov/notices/important/important-notice-no-149-updates-nsf...> (NSF IN-149) for proposals submitted between December 2, 2025 and December 31, 2025.
We have been made aware of challenges for NSF programs with deadlines that fall close to the December 2, 2025 effective date of NSF IN-149. We understand the tight turnaround may make it difficult for some senior/key personnel to submit the updated Biographical Sketch and Current and Pending (Other) Support forms in time. To accommodate these circumstances, NSF is now offering a grace period for enforcement of NSF IN-149.
What you need to know:
* NSF will accept proposals that include the earlier version of the Biographical Sketch and Current and Pending Support form between December 2, 2025 and December 31, 2025.
* Proposals submitted after December 31, 2025 must be fully compliant with NSF IN-149 and will be required to include latest version implemented under this policy.

For the Health Research Challenge grants, Principal Investigators do not need to submit the typical NOI or Cayuse record. Also, the 15/5 rule does not apply to these grant proposals.

Please see the attached Grant Information Circular (GIC) policy changes regarding the forthcoming iEdison, and current Federal Funding Accountability and Transparency Act (FFATA) Subaward Reporting System (FSRS) requirement changes.
BACKGROUND:
* Sub-Award Reporting
The General Services Administration retired FSRS.gov as of March 6, 2025, and SAM.gov is the new platform for subaward reporting. (Grantees were informed in March via GSA)
Modifications to the Grant and Cooperative Agreement Manual (GCAM) and the Grant and Cooperative Agreement Terms and Conditions (GCAT) are necessary to effectuate the necessary changes to agency policy affecting stakeholders and persons/entities responsible for grant administration.
* New Technology Reporting
In accordance with Executive Order (EO) 14104, agencies are now required to transition all unclassified subject invention reporting to iEdison, no later than December 31, 2025. Grant and cooperative agreement recipients will be required to report in iEdison, while NASA civil servants will continue to submit subject invention reports in e-NTR.
Modifications to the GCAM and the GCAT are necessary to effectuate the necessary changes to agency policy affecting stakeholders and persons/entities responsible for grant administration.
