Subject: Action - Proposal Revision Opportunity due to conflict with the Administration’s Executive Orders (EOs).
Bottom Line Up Front: The initial review of proposals submitted in response to EONS Appendix #13: FY 2024 MUREP Earth Systems Science Research is complete. To ensure compliance with the Administration’s Executive Orders (EOs) and NASA guidance, proposers have an opportunity to revise and resubmit proposals in areas that conflict or are non-compliant. Therefore, before the proposals can be reconsidered, all PIs must revise and resubmit their proposals to address any content that conflicts with the Administration’s EOs.
Background: To ensure compliance with the Administration’s Executive Orders—"Ending Radical and Wasteful Government DEI Programs and Preferences<https://www.whitehouse.gov/presidential-actions/2025/01/ending-radical-an...>" and "Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government<https://www.whitehouse.gov/presidential-actions/2025/01/defending-women-f...>"—as well as alignment with guidance from the NSSC, OMB, and OSTEM, you are required to revise and resubmit your MUREP Earth Systems Science Research proposal for award funding consideration. The revised submission must address the items outlined in the executive orders above which highlight the removal of all references to diversity, equity, and inclusion (DEI), underrepresented participants, Environmental Justice (EJ) and gender preference. Please revise only the areas where the conflict exists. If revisions to non-compliant activities necessitate a change in the associated budget, the proposer may propose replacement activities to bring the proposal into compliance.
The Earth Science to Action strategy online has been modified in response to the EOs. It is the research, application and action resource you should refer to for science language to use. Additionally, as provided during the pre-proposal webinars, the pyramid diagram on the Earth Science to Action strategy page<https://science.nasa.gov/earth-science/earth-science-to-action/> is particularly helpful for accuracy for approved budgeted research strategies, activities and language.
Another reference that you might find helpful to pull from is the 2025-2026 Science Strategy – it’s very succinct. The Earth Science language appears on page 12 of the PDF (labeled on the page as 13): https://assets.science.nasa.gov/content/dam/science/cds/about-us/2025/202....

Certain content, language, statements, activities, metrics, targets, selection criteria, goals, objectives, or frameworks in your proposal may conflict with the Executive Orders listed above. Revised proposals must be resubmitted following the steps below.

Student Travel After Graduation

I hope y'all's weekend was relaxing!
Quick question:
I have a student graduating May 16, 2025. The student is employed under a THECB grant. They have travel scheduled after their graduation date to present at a conference, so will not be an employee at travel time.
How can this travel be paid for? Service agreement? Non-PO voucher?
