RA signature of BEF forms

Good morning,
Question for the group: do RAs need to sign the BEFs, or approval is given to the financial transaction once entered in People Soft? I was asked to sign a BEF (old form) which still ask for "RSC Approval" signature.

A ticket was generated by OSP and assigned to me for an award negotiation/incoming award. I received the email regarding a comment stating to "submit an updated budget for the award". However, there is still nowhere to add comments (questions, updates, etc) or submit any additional documents.

A ticket was generated by OSP and assigned to me for an award negotiation/incoming award. I received the email regarding a comment stating to "submit an updated budget for the award". However, there is still nowhere to add comments (questions, updates, etc) or submit any additional documents.
