Update on Possible Government Shutdown - Research Administration

Next week is a key date for the federal budget. If the budget is not approved before Wednesday, there is a possibility that a government shutdown will occur.
Potential Impacts of a Shutdown
The vast majority of federal employees will not be permitted to work at all. That includes being unable to check email or respond to phone messages.
Staying informed. Federal agencies will release updates on their shutdown procedures. Important links for current updates will be provided.
What We Can Do Now to Prepare
There are steps universities can take in advance of a potential shutdown that would begin on October 1:
  * Post-Award: Prepare prior approval requests and submit early. Institutions should evaluate federally funded grants set to expire within the next several months and consider plans to ensure the research can proceed with minimal disruptions until grant renewals begin again.
  * Pre-Award: Stick to published grant submissions and nominations timelines, as some submission portals may remain active during a shutdown.
If a shutdown does occur, we will inform you of procedures and resources. A formal communication channel will be provided to the research community.
Thank you for your attention to the evolving information as you support the research activities in your assigned colleges, units, centers, and institutes.

Subject: [Rowdy.research] OSP Post Award Support
Hello everyone,
Between 9/22/25 - 10/16/2025, there are 109 proposals planned for submission. In order to support this large pre-award workload, OSP will be prioritizing proposal reviews/submissions.
If there are any urgent post award ServiceNow tickets that need to be prioritized between now and mid-October, submit an email request to osp(a)utsa.edu<mailto:osp@utsa.edu> with the ServiceNow Ticket number and justification for review.
During this busy time, let's continue to support one another and foster a collaborative spirit across our teams. A quick check-in, a shared resource, or a helping hand can go a long way in easing the workload and ensure we meet our submission deadlines together.
Thanks,
Justin

Hi Justin,
Do we have a date for if someone is right in the middle of a proposal and they’d have to make budget changes? Like, can we still use the previous version if they are about to route and have a due date of next week?
Please advise.
Thanks,
Liz

Thanks, Mike! We can agree to this process for this year, too.
The proposal application is submitted by the student directly. GRFP fellowships applications by UT San Antonio students tend to be awarded to another institution, the fellow’s declared graduate program.
UT San Antonio GRFP awards declared by an incoming graduate student, as stated in their fellowship award letter and the associated application, need to be routed through OSP before their stipend PID is set up.

Hi Liz,
Last year for the NSF GRFP’s application process, the Cayuse proposal doesn't need to be routed through OSP.
For dashboard and credit purposes, please verify in the Routing form that the Advisor (UTSA
Faculty) gets 100% credit, and the pre-award tab is completed after submission confirmation

Hi All,
I vaguely recall that last year we were told that we were not routing GRFP applications with NOI/cayuse. Can someone please remind me?
Thank you 😊
