Conflict of interest

Do we know if we've received access to the portal to review people's CoIs? I have been working directly with Faculty to get copies. Most have done their CoI's already. We have a lot of applications going through in the next week and I just wanted to see.

This has been a topic of discussion for the last month, but I want to bring it up on the priority list, if possible.
1. OSP FORMS WEBSITE: I just had a faculty member who is submitting a Welch application on 1.31 go to the website (trying to be proactive) and get his cost share request submitted and signed and use the 8.30.24 version of the budget template that is still posted. Is there a way for you to just put a note on the website to not use those forms or link to the new area?
The following highlighted forms have been removed from the Forms page and the links have been deleted as well so they do not appear in any search engine results.

COMMUNICATION: I have not sent out a mass communication to faculty regarding the change in budget template because I have not been sure when the corrected version will be posted or if I should be responsible for that communication. If I am responsible for telling faculty, I want to make sure I’m sending the final updated version and what I should be telling them about the forms page. Please let me know how we should be communicating this information if OSP is not doing it for all faculty/colleges.
It is my understanding that there is not going to be any communication from OSP regarding the changes in the budget template.

I haven’t had a chance to look at this much this week, but Shannon was able to look through the spreadsheet and noted the items below.
If the only thing changed was the F&A, can we possibly use the template from this year and change the F&A. There were just a lot of minor glitches with the new one.

Also, in working on getting a budget gathered I also noticed that there are some formatting issues in the new templates –
1. Project Title – is not merged into one cell so that the whole title fits properly
2. Name – is not merged into one cell
3. Line 76 – is not merged into one cell (“Other – Please Specify”)
4. Lines 84 through 86 after Equipment Item 1, 2 or 3 – is not merged into one cell (in order to have the description flow properly)
5. Lines 88 through 91 participant section – lines are not merged (in order to provide descriptions for use)
6. Lines 93 through 97 Other Costs (F&A Excluded) – lines are not merged (in order to provide descriptions if necessary)
These are the ones that I have found at this point.

We have received the new F&A rate agreement for UTSA which can be found here<https://research.utsa.edu/research-admin/forms-policies-guidelines/instit...>. As a result of the new F&A rates and changes to the MTDC base, we have updated the internal UTSA Budget Template.
The new budget template must be used on all proposals being submitted on Monday, December 9th or after. You can find the new budget template under the Proposal Packaging section on the OSP website<https://research.utsa.edu/osp/proposal-preperation.html>. Because of the changes in the MTDC base occurring in FY26, please use the correct budget template as defined below.
For proposals with a FY25 start date – use the FY25 budget template
For proposals with a FY26 start date – use the FY26 budget template

I haven't had a chance to look at this much this week, but Shannon was able to look through the spreadsheet and noted the items below.

I have a Faculty member asking about participation in a NIH Promoting Diversity in Neuroscience Panel. He just reached out to me and asked if this is acceptable based on the Texas Law, SB17 (?) that was passed regarding participation in diversity groups.
He asked if participating in this review, “Z46: Research Opportunities for New Investigators to Promote Workforce Diversity”, will cause any trouble.
Does anyone have experience with this?

Subject: [Rowdy.research] Question regarding faculty participation in Diversity Review Panels
Hi Everyone,
I have a Faculty member asking about participation in a NIH Promoting Diversity in Neuroscience Panel. He just reached out to me and asked if this is acceptable based on the Texas Law, SB17 (?) that was passed regarding participation in diversity groups.
He asked if participating in this review, “Z46: Research Opportunities for New Investigators to Promote Workforce Diversity”, will cause any trouble.
Does anyone have experience with this?

This is a good question. The UTSA SB17 site suggests contacting Legal Affairs for questions. I think that’s best here; they should review the request and make a call on the allowability.
