What you need to know:
* Proposals submitted before December 2, 2025, including those submitted during the recent lapse in appropriations, are not subject to those requirements originally set to take effect on October 10, 2025.
* As of December 2, 2025, such new certifications are required at the time of proposal submission within the Cover Sheet, Biographical Sketch, and Current and Pending (Other) Support forms. These include new certifications related to:
* Completion of research security training by all senior/key personnel; and
* An institution of higher education's status regarding contracts or agreements with any Confucius Institute.
* Organizations are required to provide supporting documentation, including copies of grants, contracts, and agreements, upon request by NSF.

I’m working on a couple CPRITS which allow the use of unrecovered F&A as cost share. I’ve added Kirstin to this email as she is well-versed with cost share 😊 and may be able to provide guidance. When I enter cost share on our internal cost share calculation sheet, I do not see that the “unrecovered F&A” section is calculating on the difference of the budget request, but actually on the direct cost share portion. Should we just override the formula and enter that unrecovered F&A from the direct budget request in that section? I don’t do this often enough to remember the workaround; however, I think we may need to update the cost share worksheet to account for unrecovered F&A from the direct budget request not the direct cost share request only. I also pasted the section of the worksheet below the definition. That $37k that is calculated from the cost share request, not from what I have in the direct cost budget request. Hopefully, my question makes sense.
Disclaimer: I may just misunderstand how this cost share worksheet is working (???) and welcome corrections to my interpretation 😉

Resetting ROSES Due Dates After the Government Shutdown
To the NASA Science Community,
Now that NASA SMD has returned to normal operations, we are working to reset the proposal deadlines for ROSES-25<https://solicitation.nasaprs.com/ROSES2025> programs that were impacted by the recent funding lapse. This includes both deadlines that were changed to "TBD" and other near-term deadlines that are no longer viable.
Our goal is to balance fairness to proposers, allowing sufficient time to recover and complete work, with the critical operational need to keep our review panels and missions on schedule.
To that end, we are implementing the following policy for resetting deadlines:
* Default Policy: As a simple and standard baseline, most impacted deadlines will be delayed by a minimum of 30 days.
* Exception Clause: In a few specific cases, a new deadline may be set with a delay of fewer than 30 days. These exceptions are made only when critical operational constraints exist, such as the need to preserve a large-scale review panel that was already organized prior to the shutdown.
For clarity, this policy only applies to deadlines that were TBD or scheduled for the near-term. Existing ROSES-25 deadlines set for dates beyond mid-January 2026 are not expected to be delayed.
We have been amending ROSES-25<https://solicitation.nasaprs.com/ROSES2025> and updating the NSPIRES website with the new, specific due dates for impacted programs.
There are a few ways that one may keep up with changes to ROSES: 1) Any amendments to the program elements will be indicated as bold and red in Table 2<https://solicitation.nasaprs.com/ROSES2025table2> and Table 3<https://solicitation.nasaprs.com/ROSES2025table3>. 2) due date changes are reflected in the google due date calendars (Instructions are at https://science.nasa.gov/researchers/sara/library-and-useful-links), 3) Potential proposers may receive the full official notification of amendments to ROSES-2025 by signing up for the SMD NSPIRES mailing list and 4) proposers may monitor the ROSES-2025 Blog of all clarifications, corrections, and amendments to ROSES at https://science.nasa.gov/researchers/solicitations/roses-2025/

By its express terms, the Legal Services for Aliens provision of the DOJ Grants Financial Guide<https://links-1.govdelivery.com/CL0/https:%2F%2Fwww.ojp.gov%2Ffunding%2Ff...> (which generally disallows the costs of providing legal services to any removable alien (see 8 U.S.C. § 1229a(e)(2)) or to any alien otherwise unlawfully present in the United States from being charged against DOJ grant awards) does not apply where "such disallowance would contravene any express requirement of any law ... applicable to the award." Regulations currently in effect (which thus have the force of law) and applicable to VOCA Victim Assistance grants (28 C.F.R. Part 94, Subpart B) made by the Office of Justice Programs' Office for Victims of Crime (OVC) and grants made by the Office on Violence Against Women ("OVW") (28 C.F.R. Part 90) variously provide that victim eligibility for direct services under such grants is not dependent on the victim's immigration status. Accordingly, costs for such services under those grants are not disallowed by the Legal Services for Aliens provision of the DOJ Grants Financial Guide<https://links-1.govdelivery.com/CL0/https:%2F%2Fwww.ojp.gov%2Ffunding%2Ff...> (ch. 3.13 "Unallowable Costs").

Please see the attached Grant Information Circular (GIC) policy changes regarding the forthcoming iEdison, and current Federal Funding Accountability and Transparency Act (FFATA) Subaward Reporting System (FSRS) requirement changes.
BACKGROUND:
* Sub-Award Reporting
The General Services Administration retired FSRS.gov as of March 6, 2025, and SAM.gov is the new platform for subaward reporting. (Grantees were informed in March via GSA)
Modifications to the Grant and Cooperative Agreement Manual (GCAM) and the Grant and Cooperative Agreement Terms and Conditions (GCAT) are necessary to effectuate the necessary changes to agency policy affecting stakeholders and persons/entities responsible for grant administration.
* New Technology Reporting
In accordance with Executive Order (EO) 14104, agencies are now required to transition all unclassified subject invention reporting to iEdison, no later than December 31, 2025. Grant and cooperative agreement recipients will be required to report in iEdison, while NASA civil servants will continue to submit subject invention reports in e-NTR.
Modifications to the GCAM and the GCAT are necessary to effectuate the necessary changes to agency policy affecting stakeholders and persons/entities responsible for grant administration.
