Subject: Attruvera, Juan Gutierrez, subaward, Genesis DoE
Hi @Jennifer Silver<mailto:Jennifer.Silver@utsa.edu> (and All)
I now have 3 Genesis DoE proposals that have Juan Gutierrez's company as a subaward. I spoke with him briefly yesterday and wanted to see how everyone is handling his company in particular as a subaward. My understanding is that although he worked with Anthony Francis to develop Attruvera, it is acceptable to be a subaward and industry partner on this submission. (Note: I added Kurt to this conversation because I want to keep him in the loop.)
I have questions regarding his sub documents.
1. Dr. Gutierrez has confirmed that he needs to be a subaward as he won't be submitting directly through grants.gov as a collaborator. OK
2. As he is an employee, is it acceptable to use his RG0101R? Seems like a dumb question, but I want to make sure. Yes, the training cert is acceptable
3. I will have him complete the subrecipient profile questionnaire and the Pi's do the contractor vs. sub checklist. This should be completed by the lead PI
4. I will have him complete the non FDP sub form. OK
5. For cost share, he is contributing in-kind, licenses at $25k per user. He has to contribute 20% from what I understand regardless of whether he is unfunded or not as he is an industry partner. I will get a memo from him regarding his cost share contribution and include that in the budget justification. Do I need to complete our cost share form since UTSA is not contributing cost share? Yes - this is third party cost share
6. As per the RFA, we will have him complete the ScienCV Doe Biosketch, C&P, collaborator letter, and Institutional commitment letter to be included in the submissions. OK
I've put this on the listserv so everyone who is dealing with it can be aware or, if they have already worked on it and have answers, they can provide that info as well.
Please advise.
Thank you,
Liz

Re: Attruvera, Juan Gutierrez, subaward, Genesis DoE
by Elizabeth Tilley
Hi,
Thanks Dr. Sooby!
Dr. Gutierrez is an unfunded subaward providing in-kind contribution for subaward. So, I will not put the cost share and will use a memo from him and include it in our budget documents. He will also need to submit a letter of commitment (as all institutions will have to anyway).
For the RG0101R, that’s where it’s a little glitchy. We have documentation that he has completed the required certifications because he is an employee. It would seem fine to use that documentation, but that’s where my thinking falters. He could technically provide that as his documentation to meet that requirement, which I am hoping is OK to do.
Several of us have Dr. Gutierrez as a sub. We have to send him an email asking for his sub docs. I wanted to make sure I had questions answered before sending him that email.
Thanks again 😊

Hey Lize,
The part I know the answer to: #5- no we don’t need the UTSA cost share form as we are not sharing costs (UTSA) the company is and it should be in their subaward budget.
Please know that for a subaward, the responsibility of getting documents together is that of the company (even if they are also our faculty). That effort needs to be segregated as faculty are not allowed to use university resources for their outside businesses (and that includes your time and effort).

Re: Response from Department of ENERGY - Tables Question regarding institutional
by Elizabeth Tilley
Hi All - regarding the collaborative letters/institutional commitment letters, if Appendix 7 is identical, that would mean all of our collaborating institutions have to have a copy of our institutional commitment letter. Should we generate a letter and get it signed to send to our collaborators to be included in the "identical documents" packet prior to 3 days before 4.28th?
Hopefully, this question makes sense.
As an example, Case Western (one of my PI's lead) has a deadline of getting a pdf template for identical documents by 4.20 to their collaborators.

Excellent Example of Lead Email to collaborating non-leads for DoE Genesis
by Elizabeth Tilley
Hi All,
One of my PI’s is a non-lead and Case Western is the Lead. Below is the email they sent me today, which clearly spells out everything needed by the different collaborators and subrecipients (if applicable). I had generated an email for this and was sending to my groups, but it wasn’t written as effectively.
Thanks,
Liz

**EXTERNAL EMAIL**
This email originated outside of The University of Texas at San Antonio.
Please exercise caution when clicking on links or opening attachments.
Dear Colleagues,
We are looking forward to partnering with your institution on the Genesis Mission (DE-FOA-0003612) Phase I proposal. Case Western Reserve University (CWRU) will serve as the Lead Institution for this effort.
Because this is a "collaborative proposal submitting separately," each institution will submit its own application through Grants.gov. However, the Department of Energy (DOE) requires that our applications be linked via an identical project title and a common technical narrative.
To ensure institutional alignment and meeting the April 28, 2026 sponsor deadline, please review the requirements and internal deadlines below.
Please note we anticipate that each collaborator on this project will have a budget limit of $100,000.
1. Key Submission Metadata
To ensure the DOE system links our applications, your SRO must use the following exactly as provided:
* Project Title: AI Driven Performance, Portable Neuro-Symbolic Chain of Thought Reasoning for Efficient and Robust Code Generation
* FOA Number: DE-FOA-0003612
* Phase I Performance Period: July 1, 2026 – March 31, 2027 (9 months)
* All proposals which include a subaward relationship with CWRU must include the following documents. Please send them to my attention.
* Subrecipient Commitment Form (Attached)
* Statement of Work (Attached)
2. Documents You Must Submit (Unique to Your Institution)
Your institution is responsible for submitting its own application package containing:
* SF-424 (R&R) Cover Page: Specific to your institution.
* Research & Related Budget & Justification: Unique to your institutional costs.
* Project/Performance Site Location(s): For your specific site.
* Senior/Key Person Profile (Expanded): Includes Biosketches and Current & Pending Support for your personnel only.
* Identification of Merit Reviewer Conflicts (Field 12): Unique to your personnel.
3. Shared Documents (Must be Identical to CWRU’s)
CWRU will coordinate the drafting of the Common Narrative PDF to be attached to Field 8 of the "Other Project Information" form. This single PDF must be identical across all partner submissions and will include:
* Identical DOE Title Page
* Project Narrative (including tasks assigned to your institution)
* Appendix 1: Bibliography & References
* Appendix 2: Facilities & Other Resources (Consolidated)
* Appendix 5: Synergistic Activities (1 page per person)
* Appendix 7: Consolidated Letters of Commitment and Letters of Collaboration.
4. Technical Requirements (Non-Negotiable)
* SciENcv: All Biographical Sketches and Current & Pending Support must be generated via SciENcv.
* ORCID iD: A Digital Persistent Identifier (ORCID) is mandatory for all senior/key personnel.
* Collaboration Letters: If providing a letter of collaboration, it must follow the strict two-sentence template found in the FOA.
* PDF Formatting: Do not use PDF portfolios or password-protected files. All files must be "flattened" PDFs.
5. Deadlines for Coordination
To allow CWRU to finalize the common narrative and for the Lead PI to compile the required Project Data Excel Template, please provide the following to us by April 21, 2026:
1. Draft Budget and Justification (for role verification).
2. Confirmed List of Senior/Key Personnel with their ORCID iDs.
3. Signed Letter of Institutional Commitment (1 page max).
4. Your Facilities/Resources description for the consolidated Appendix 2.
We will provide the final "Common Narrative" PDF to your team by 4/20/26 for your own submission.
Please let me know who your primary administrative contact is so we can coordinate these details, if they are not already on this email.
Best regards,
Angie
