I just want to make a clear distinction between how much authority we have to deny petition attempts at the start versus simply discouraging a student from doing so. Many students will submit petitions on groundless terms no matter how much an advisor discourages them from doing so. If 100% of petitions will be denied if the student has significantly more than 40SCHs left, then I would like to be able to tell the student that and avoid the time spent on submitting the paperwork.
