Competency-Based Exam for POL 1133
by advising@lists.sis.utsa.edu
Dear advisors,
I forget where our office heard this, but we've been told that the POL 1133 competency-based exam<http://testing.utsa.edu/competency-based-exams/> has a success rate of 100%! Thus, you should definitely tell your students about it if they qualify (by having AP credit for POL 1013), and perhaps you already do. I had been wondering why students are able to pass it so frequently given that Texas politics is not taught in grade school, is not talked about in most homes, and is not talked about on TV. Thus, when a student of mine took it, I asked him about why it's so passable. Here's what he explained to me.
"The CBE for POL 1133 contains basic facts about Texas political history. Also much of Texas government reflects the structure of the national government so the test was like taking a US government exam. The test does have very specific questions that can't be answered unless one has read the Texas Politics and Society Textbook, which is available in the JPL and is relatively short."
(This is useful when a student protests that they don't know much about Texas politics and don't want to try the exam.)
Note: Students, please include your major and ID# (either one) in all correspondence.

Re: [Advising] 30/45 surcharge petition
by advising@lists.sis.utsa.edu
Good morning,
The only 'economic hardship' that allows for the student to do the C2G petition is that they qualify for Pell, grants, work study, need-based-scholarship, etc. The only students going to One Stop would be those completing the C2G, who need their signature confirming the are receiving some type of need-based assistance.
If the student does not qualify for need-based financial aid, etc. and it is a financial hardship the student would need to explain that in their letter and submit the petition for review. The concern you have is exactly why the petition form was revised to include: "C. Other extraordinary circumstances or hardships that have impacted your ability to meet academic requirements."
When working with the student you'd need to present the two options to the student and depending on their situation would determine which form would be used.
Does this help?
Barbara

Can we get a clearer understanding of what 'economic hardship' means in this context? Even a student does not qualify for Pell Grants, paying out of state tuition is a hardship. When a student asks, what do we tell them? Or do we refer all student inquiries about C2G & 30/45 issues to One Stop?

Subject: [Advising] 30/45 surcharge petition
Good morning advising team,
After consultation with UTSA's Office of Legal Affairs and UT System's Office of General Council (OGC) it has been determined that for students to petition or have the surcharge waived there must be hardship.
Contract to Graduate (C2G). The C2G is now based solely on economic hardship and no longer has a limit on the number of hours left to graduate. The economic hardship will be verified by One-Stop Enrollment Services (OSEC) Officers. Note that students will now be required to obtain an OSEC signature prior to submitting their C2G.
Petitions. Students who do not have economic hardship but have other extenuating circumstances beyond their control may submit the petition for consideration. If the student is within 24 hours of graduation and it is an economic hardship but they don't receive need-based financial aid then the student may petition. The student's letter must clearly explain about the hardship. Just the fact that they changed majors multiple times until they found the current major does not count.
Both Forms. All waivers are only for one bachelor's degree and do not extend to the completion of a double major, minor, concentration or post-graduate pre-requisites not applicable to their bachelor's degree. Both forms now require that a Degree Works accurate, active and locked semester-by-semester plan be submitted and that the student will adhere to that plan.
Attached are copies of the forms for your review now. They will also been posted to the forms section on the academic advising website. You may begin processing petitions and C2Gs immediately.
Please take some time review and let Dr. Martin or me know if you have any questions.
Thank you again for your time and patience.
