Can we get a clearer understanding of what 'economic hardship' means in this context? Even a student does not qualify for Pell Grants, paying out of state tuition is a hardship. When a student asks, what do we tell them? Or do we refer all student inquiries about C2G & 30/45 issues to One Stop?

Good morning advising team,
After consultation with UTSA's Office of Legal Affairs and UT System's Office of General Council (OGC) it has been determined that for students to petition or have the surcharge waived there must be hardship.
Contract to Graduate (C2G). The C2G is now based solely on economic hardship and no longer has a limit on the number of hours left to graduate. The economic hardship will be verified by One-Stop Enrollment Services (OSEC) Officers. Note that students will now be required to obtain an OSEC signature prior to submitting their C2G.
Petitions. Students who do not have economic hardship but have other extenuating circumstances beyond their control may submit the petition for consideration. If the student is within 24 hours of graduation and it is an economic hardship but they don't receive need-based financial aid then the student may petition. The student's letter must clearly explain about the hardship. Just the fact that they changed majors multiple times until they found the current major does not count.
Both Forms. All waivers are only for one bachelor's degree and do not extend to the completion of a double major, minor, concentration or post-graduate pre-requisites not applicable to their bachelor's degree. Both forms now require that a Degree Works accurate, active and locked semester-by-semester plan be submitted and that the student will adhere to that plan.
Attached are copies of the forms for your review now. They will also been posted to the forms section on the academic advising website. You may begin processing petitions and C2Gs immediately.

As you may or may not be aware the university did an outstanding job with our QLP. Beginning with the Fall semester, there will be more quantitative literacy (Q) courses in the core as well as upper division courses across the university. As a result there will no longer be Q workshops, QLW.
Attached is a list of courses that have the "Q" course designation. For some majors, the discipline or specific courses for that major will ensure the student meets the "Q" requirement if they didn't complete a Q-course as part of their Core Curriculum.
If a student has applied for graduation and they have not fulfilled the "Q" requirement, then you need to enroll them in QLE 4000 and an exemption will be given. If you are unable to enroll, e.g.: after late registration, send the list of student names and IDs to Kim Massaro (Kimberly.massaro(a)utsa.edu<mailto:Kimberly.massaro@utsa.edu>) and she will work with the Registrar's office to get them enrolled.
