Below you will find a message from the Texas Education Agency (TEA) regarding the
Effective Preparation Framework. This is comparable to the Effective Schools
Framework<https://texasesf.org/> TEA developed earlier. While covered in a velvet
glove, the inherent danger is that it will be the basis for future regulations. If you
think greater government regulation of our program is a good thing, then remain silent. If
you want a voice in the document behind the regulations that will effectively limit or
constrain how you prepare educators, then now is the time to speak.

Dear EPP Legal Authorities, Back-Up Legal Authorities, and Primary Contacts,
On behalf of the Texas Education Agency, I want to invite you and your faculty/staff to
provide feedback on the current draft of the Effective Preparation
Framework<https://nam11.safelinks.protection.outlook.com/?url=https%3A...
(EPF). Developed over the past year with a wide range of stakeholders, this framework was
created in response to a desire from the SBEC and the field to define a Texas vision for
high-quality teacher preparation and support EPP continuous improvement. Please see the

that provides context on the EPF and the stakeholder engagement to date.
The current draft of the EPF consists of five foundational levers, which, taken as a
whole, can help EPPs ensure novice teachers are well-prepared and have demonstrated the
knowledge and skills necessary to improve the performance of the diverse student
population of Texas:
* Candidate Recruitment and Admissions;
* Curriculum;
* Training and Support;
* Progress Management and Candidate Development; and
* P-12 Partnerships.
Within each lever, a set of 2-5 Essential Actions describe what the most effective EPPs do
to support powerful teacher preparation, and for each essential action, key practices
define high level performance with specificity.
The EPF content validation survey [linked

offers you and your faculty/staff the opportunity to examine and provide feedback on the
EPF. Specifically, you will be asked to indicate the extent to which you believe each
essential action and set of key practices, respectively, reflect high-quality teacher
preparation practices that Texas EPPs should strive to consistently demonstrate. There
will be space at the end of each lever to provide a narrative response if you have
additional comments or questions on the essential actions or key practices in that
section. We encourage you to review the draft EPF document (linked above) before
completing the survey.
We expect the survey to take 30 minutes to complete. Please submit your responses by
October 26, 2022.

their participation and input via the EPF content validation survey.
