Hello COEHD Community:
I write this afternoon as one or the co-chairs of the FTT Subcommittee of the COEHD Super-Committee that is working on the college-wide guidelines to govern promotion and tenure, specifically we are looking at Fixed Term Track Faculty Promotion.
The subcommittee would like to hear from as many of our Fixed Term Track colleagues as possible about what they are doing in their current position and their experiences with the promotion process over the last two cycles since the new HOP 2.50 was implemented at the university level.
Anyone who holds a full or part-time position as a FTT faculty member (Lecturers, Sr. Lecturers, Assistant Professors of Practice/Instruction, plus many other possible titles) is invited to submit a response to the survey. Responses are collected anonymously; however, you may provide your contact information at the end of the survey if you would like the subcommittee to follow up with your regarding your response.
The survey will take about 7-10 minutes to complete and will be open all week until Noon on Saturday 3/13.

This email is relevant to those who are interested in applying to NSF CIVIC and would like to partner with the City of San Antonio or need a letter from the city for their proposal.
The City of San Antonio is seeking 1-2 partners to collaborate on a proposal to the NSF CIVIC solicitation (https://nsfcivicinnovation.org/<https://nam11.safelinks.protection.outlook.com/?url=https%3A%2F%2Fnsfcivi...>). The program has two tracks with a stage one deadline of May 5.
Track A: Living in a changing climate: pre-disaster action around adaptation, resilience, and mitigation
Track B: Bridging the gap between essential resources and services & community needs
Preference will be given to those who are partnering with community-based organizations, other organizations, and SwRI, in addition to the city.

The R&D League invites proposals for the NSF's 2022 CIVIC Innovation Challenge. The CIVIC Innovation Challenge is a multi-agency, federal government research and action competition that aims to fund ready-to-implement, research-based pilot projects that have the potential for scalable, sustainable, and transferable impact on community-identified priorities. (1) CIVIC flips the community-university dynamic, asking communities to identify civic priorities ripe for innovation and then to partner with researchers to address those priorities; (2) CIVIC focuses on research-centered solutions that are ready for piloting in and with communities on a short timescale, where real-world outcomes can be evaluated within 12 months; (3) CIVIC requires a coalition of civic partners and stakeholders and a multi-disciplinary set of researchers to co-create and execute pilot projects.

The Texas State Board for Educator Certification recently adopted a new teacher certification exam, called edTPA.
On the surface, this is something the state should be applauded for - increasing the quality of the teacher workforce is a noble idea. But there is a major problem. The timing and negative potential impact of this new exam on the teacher workforce is out of step with the realities of Texas public schools, particularly in the midst of the pandemic.
The goal of any teacher certification exam is to ensure the state has quality teachers in every classroom, but our state has struggled to ensure an adequate supply of quality teachers even before the pandemic. This has disproportionality affected urban and rural schools with higher percentages of low-income students and students of color.
Adding a new exam will not improve this longstanding problem. In fact, one could argue it works against the state's goals.
Any certification policy adjustment must consider the state's demand for a supply of quality teachers. A commonsense policy during a pandemic and surge of teacher resignations would be to lower the cost of teacher certification, which could be a barrier for qualified applicants. Yet, the adoption of edTPA would increase financial burdens on aspiring teachers because the exam costs $311, which is on top of other fees or alternative teacher preparation programs.
In fact, an aspiring teacher completing a bachelor's degree can now expect to pay more than $700 in fees to cover the certification exam and other needed things such as fingerprinting.
The new exam also could reduce the supply and diversity of the teacher workforce in another problematic way. A recent study of edTPA in Washington state concluded that Hispanic teachers were three times as likely as their peers to fail the exam, which would mean these candidates would either take the test multiple times at an added expense or would be unable to receive a certification.
At the very least, this should raise concern about potential testing biases, especially in a state where nearly 30% of teachers identify as Hispanic.
Additionally, the new exam is not sensitive to the pandemic realities of Texas classrooms. Candidates taking the edTPA are required to submit video recordings of their instruction in classrooms with students. To record students, candidates must collect parental consent, which adds to the burden of parents and mentor teachers in an already stressful time. No teacher or administrator needs more work right now. And absenteeism due to COVID-19 infections, which has resulted in significant disruption to teaching and learning, adds more issues.
The edTPA was designed by a group of highly trained Stanford University professors and experts. We imagine they too would question the efficacy of a high-stakes exam relying on such an unpredictable and disrupted classroom environment.
Only 18 states have adopted this exam, and some already have done away with it due to implementation problems. Texas should consider this. Moreover, researchers have been cautious to draw any broad conclusions about the predictive validity of the exam - the extent to which the certification will result in improved student achievement outcomes for students. So, why would Texas decide to implement this amid a pandemic and without clear research to suggest it will positively affect the teacher workforce?
As education researchers, we are not sure. At a minimum, the state should delay any decisions on edTPA for a few years until after the pandemic subsides. Instead, policymakers should consider other interventions for improving the teacher workforce such as waiving the cost of teacher certification exams, raising teacher salaries, and supporting districts with substitute teacher coverage so teachers do not need to be overwhelmed with covering multiple classes when a colleague is sick with COVID. This is the type of support teachers need.
There was no need to move forward with edTPA under these conditions, and the state should rethink the decision. Instead, Texas needs commonsense policies to fill teacher vacancies, support the current workforce, and retain teachers who are increasingly looking to exit the profession.

ORAU-Directed Research and Development (ODRD) Program Call for Proposals – New

On March 7th during the Annual Council Meeting, the Research and University Partnerships Office formally announced the Call for Proposals (CFP) for the FY23 ORAU-Directed Research and Development (ODRD) Program to ORAU subject matter experts. The FY23 research areas are Climate and Environment, Health Equity, and Future of the STEM Workforce. Proposals are due in June 2022, and must be submitted by ORAU staff.
ODRD projects are joint collaborations between ORAU and university researchers, designed as seed projects to attract ongoing research funding. ORAU researchers lead the effort as Principle Investigator and are responsible for initiating and proposing the project. Funding for awarded projects is shared between both parties, and projects must be completed in one year. The period of performance is October 1, 2022 – September 30, 2023.
Member university personnel with active relationships with ORAU staff are encouraged to reach out directly to discuss the potential for an ODRD project.
To facilitate new partnerships between ORAU and university researchers, we invite university faculty to submit a collaboration request at the following link: https://orausurvey.orau.org/n/fy23odrd.aspx<https://nam11.safelinks.protection.outlook.com/?url=https%3A%2F%2Forausur...>. Requests must outline the proposed research topic, the role of the ORAU researcher, and the role of the university researcher. If complementary interests align, ORAU will contact you to discuss the potential partnership the week of April 11, 2022. Submission of request is not required, and does not guarantee collaboration or funding opportunities. Late requests will not be accepted.

Dear Colleagues,
Communities in Schools<https://nam11.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.com...> (CIS) has reached out to COEHD and HCaP to look for ways to partner on research projects in particular areas. This is a great opportunity to analyze data that will help to inform CIS projects and allow them to articulate outcomes. CIS focuses on providing students with holistic communities of support, so their work impacts schools, families, and children. The partnership HCaP on these initiatives make it a good opportunity for cross-disciplinary work.
As a first step, CIS has provided us with a couple of broad topics they are working on, and we are working to align faculty interests with these areas. Once we have gauged interest, we will have a charrette-type event in April wherein faculty can mingle, discuss ideas related to these areas, and form interdisciplinary teams.
