(MIND/SHIFT) -- The “marshmallow test” invented by Stanford psychologist Walter Mischel and colleagues in the 1960s is famously known as a measure of willpower. The experiment gave preschoolers the option of either eating one mini-marshmallow right away or waiting 15 minutes to get two mini-marshmallows. Decades later, those who were better at delaying gratification, and resisted immediately snarfing the treat, ended up with stronger SAT scores, higher educational achievement and greater self-esteem and capacity to cope with stress in adulthood.

(CHRONICLE OF HIGHER EDUCATION) -- A federal appeals court has cleared the way for a former art-galleries director at Stephen F. Austin State University to try to paint several administrators there as having trampled his First Amendment rights in order to appease a U.S. congressman he had defied and harshly criticized. In a ruling handed down last week, a three-judge panel of the U.S. Court of Appeals for the Fifth Circuit rejected the administrators’ bid to have the former galleries director’s lawsuit dismissed, saying the administrators should have known they risked violating his free-speech rights in pushing him out of his job after his clash with Rep. Louis B. (Louie) Gohmert Jr., a Republican.

THE FOLLOWING MAY HAVE AN IMMEDIATE IMPACT ON YOUR PROPOSAL...
On December 26, 2013, the Office of Management and Budget (OMB) issued Uniform Administrative Requirements, Cost Principles, and Audit Requirements<https://www.federalregister.gov/articles/2013/12/26/2013-30465/uniform-ad...> (Referred to in short as "Uniform Guidance" or UG) for Federal Awards. These changes will affect your grants and contracts in a few key areas including the two identified here which increase flexibility in charges made to your account. Please carefully review the procedural changes now required by the UG.
>From the university perspective, the Uniform Guidance (UG) will supersede OMB Circulars A-110, A-21, and A-133. The Uniform Guidance is effective for federally sponsored agreements and new funding increments awarded on or after December 26, 2014. OMB Circulars A-21 and A-110 are effective for federally sponsored agreements awarded before December 26, 2014.
Effective Immediately: Proposals to be awarded on or after December 26, 2014 will reflect the changes in the following cost categories:
1. Charging Administrative and Clerical Salaries to Sponsored Projects
2. Charging Computing Devices to Sponsored Projects

You are invited to the launch of “Acceso Latino,” a free website created by the Carlos Slim Foundation to provide the U. S. Hispanic community easy access to content about education, healthcare, and job training. Representatives like yourself from over fifty educational organizations are being invited to the official launch that will include a demonstration of the website’s capabilities on September 29 at 10:00 A.M., at the University of Texas at San Antonio, 501 Cesar Chavez Boulevard in the Buena Vista Theatre.
The Cisneros Center and American Sunrise in collaboration with The Carlos Slim Foundation, has identified a number of areas critical to long-term success and will provide free of charge Spanish modules in each of these critical areas. Online job training for in-demand employment, GED preparation classes and online courses from elementary to university level provided by Khan Academy, Harvard, Stanford and Mexico’s National University and courses to learn English, American History, Civics and Financial planning will all be presented in an easy to use format, complete with videos that walk users of any skill level through a step-by-step process.
